Canada Tightens PGWP Eligibility for Non-Degree Programs: What International Students Need to Know

Effective June 25, 2025, Immigration, Refugees and Citizenship Canada (IRCC) has announced major changes to Post-Graduation Work Permit (PGWP) eligibility criteria for international students enrolled in non-degree programs.

These changes are part of Canada’s strategy to better align immigration pathways with labour market needs and ensure graduates are equipped to fill critical skill shortages.

What Has Changed?

Here’s a quick summary of the new rules:

1. Eligibility now depends on your field of study if you are in a non-degree program (certificates, diplomas, and postgraduate certificates).

2. Only programs that train students in occupations linked to Canada’s long-term labour shortages will qualify graduates for a PGWP.

3. Who is affected:

International students who applied for study permits on or after November 1, 2024.

4. Fields updated:

119 fields added, primarily in:

Healthcare

Education

Skilled trades

178 fields removed that are no longer tied to in-demand jobs.

5. Degree programs remain unchanged:

Students enrolled in Bachelor’s, Master’s, and PhD programs are not affected.

Good News for Current Students

If you applied for your study permit before June 2025, you will remain eligible for a PGWP as long as your program was approved at the time of your application.

This means that students already in Canada or with existing study permit approvals can stay the course without worrying about retroactive changes.
